Acolyte: must be level 40 in at least 1 class
Novice: must have been in the guild for 30 days
Recruit: starting rank
Inactive: character/player has not been online in 90 days

Mentor and above have recruiting rights.
Novice and above are eligible for guild assistance on the purchasing of a plot/lair.
