The article is very confusing. It starts off talking about SOPA but then pivots immediately to the kill switch. So what are we talking about here?
I think the point is we don't know exactly what is in the bill yet.
Basically there is a new bill regarding copyright infringement, so called "piracy". The bill hadn't been given a name and has not had any details revealed to the public. Right now it looks like they are trying to get this one stealthed passed.
